According to the newly added photovoltaic installation data of the first three quarters released by the National Energy Administration on the 20th, the proportion of power station and distributed photovoltaic in the newly added photovoltaic installation is about 84% and 16% respectively. At the beginning of this year, the Energy Bureau set the construction target of 7gw distributed photovoltaic. At present, the actual completion is far lower than this data. Due to the serious power rationing of the ground power station and the lower speed of distributed construction than expected, the Energy Bureau has to strengthen the importance of distributed photovoltaic again in the 13th five year plan.
According to the data of the national energy administration, as of the end of September this year, the installed capacity of photovoltaic power generation in China was 37.95 million kilowatts, 9.9 million kilowatts were newly added from January to September, 8.32 million kilowatts were newly added for photovoltaic power stations, accounting for 84%, and 1.58 million kilowatts were distributed. The light rejection rate of Gansu and Xinjiang is up to 28% and 20%, respectively.
The more serious reality than the statistical data is that a developer of private photovoltaic enterprises disclosed that Ningxia, which had no problem of light abandonment in the past, has also started to limit power supply to about 30% in the near future, with light abandonment up to 70%, especially in Zhongwei and Wuzhong areas. China Securities Network reporter in a "Wuzhong District photovoltaic power station limited output notice" saw that, "due to the second half of this year, Ningxia region load down, the original thermal power, hydropower and wind power peak adjustment basis, still can not meet the Ningxia regional grid power balance." Therefore, the local power grid dispatching center has launched a power rationing plan for 25 photovoltaic power stations in Wuzhong area, which will be implemented from September 21. In the actual implementation, power rationing will be implemented one day a month.
The reason is that the western power station has good lighting resources and stable cash flow return, which still attracts a lot of enterprise investment. Distributed is still not favored by large developers due to financing difficulties, roof ownership and other issues.
According to the statistics of the Energy Bureau, the regions with large newly added installed capacity from January to September are: 2.61 million kilowatts in Xinjiang, 1.32 million kilowatts in Inner Mongolia, 850000 kilowatts in Zhejiang, 660000 kilowatts in Qinghai, 640000 kilowatts in Gansu, 630000 kilowatts in Jiangsu, 500000 kilowatts in Shandong and 450000 kilowatts in Ningxia. Among the provinces in the country, there are 9 with a total installed capacity of more than 1 million kilowatts, namely Xinjiang, Gansu, Qinghai, Inner Mongolia, Jiangsu, Ningxia, Hebei, Zhejiang and Shandong.
It is worth mentioning that the national development and Reform Commission recently issued a document requiring Gansu Province and Inner Mongolia Autonomous Region, which are rich in renewable energy, to take the lead in carrying out pilot projects of renewable energy consumption nearby, so as to promote the full development of clean energy, which can alleviate the dilemma of renewable energy consumption to some extent in the short term.
